Well yes and no. What actually matters is what you can observe in the game. If the F-15E handles ingame where you’re sitting in the cockpit like how they actually would fly irl, then there’s no problem from the perspective of the developers. Just because some numbers behind the scenes look wrong doesn’t mean the actual flight behavior is wrong.
For example, the Rafale’s installed thrust values is known, but it is ignored because the actual flight performance in-game behaves as it does in real life.
They already configured and tuned the F-15E to sustained turn rate figures, level flight performance, and etc.

AFAIK, the statcard is right and showing that there is actually a 22% thrust loss that corresponds to in-game datamine.
The F-15E has its correct engine power. P&W datacards for the 229 engines and subsequently most sources that quote them use bench measured thrust, not installed thrust and not accounting for channel loss. So its engine thrust in game are correct and at full power when the aircraft is in spaded configuration.

Stat cards are not always 100% accurate. You need to actually test the aircraft and check the displayed thrust in X-ray to make a report. Just using the stat card is not an accepted measure. As they may have an error in their display.
