Yes, yes, yes, the only nuance is that if some part of the ship’s design hadn’t been created, it wouldn’t have even been accepted in the proposal. It’s also written in the rules.
But as we can see, the proposal was approved.
By the way, the design for the German Type “0” battlecruiser was also approved, although only the engine was built, and the ship itself was never laid down.

Indeed. That’s because, under their “ship must have been laid down” criteria, produced guns, turrets or engines counts; because while it isn’t strictly that the hull itself began construction, you could say that the ships themselves DID begin construction.
Montana’s 127mm turrets were made and installed on Midway-class carriers after being cancelled;
A-150’s main guns we’re made and scrapped after being cancelled.
Why should Soyuz be implemented with fantasy armor which it could never had had, but not these ships which had their construction started?
The only difference between A-150/Montana and Soyuz is that they were sensible and feasible designs which could actually have been physically and logistically constructed as designed, unlike Soyuz’s ingame implementation.

On the other hand Soyuz was implemented with an armor that Soviets physically couldn’t construct. They didn’t have the facilities, instruments or logistics necessary.
You think that Soyuz’s current implementation is more authentic and balanced than an Iowa with 3 more guns and armor changes?

I think the solution to Soyuz is to give it 0.9 mediocre RHA multipliers instead of 1.1 impossible Cemented multipliers. Then its armor wouldn’t be immune and it would be realistic and balanced.
I was only explaining that, since Gaijin refuses to do this, maybe, to THEM, A-150 and Montana are the solution.

Germany: Z15(AA modification project), Z46, Z47(most problematic as it’s with fake AA enhancement compared to Z46), Z51, Z52, Erstatz Yorck, Gneisenau, Mackensen, SMS Saschen, VS-10(total 10)
even excluding Z15 and Gneisenau, Germany is still the nation with non-commissioned ships
Again and again, all these guys claiming ‘soviet can’t make armor’ doesn’t give any document, just claiming ‘its because its Soviet!’

The industrial limitation of the Soviet Union regarding its inability to produce cemented armor plates thicker than 230 mm is well-documented in naval history research.
That’s why, for any thicker modules, they were going to use weaker steel plates. That’s LITERALLY the reason why the belt was so thick; to make up for the weaker material.
However, Gaijin gave it both the thick armor AND fantasy material. That’s why it’s got the strongest armor any vessel will ever see ingame; because it’s an impossible one.

And at the same book above if I precisely remember, USSR tries to solve those problem with importing arrmor and technologies from Switzerland(same for the engine, which one example really arrived)
