Are you trying to submit a skin suggestion?
I think the ones in-game (like you buy with GE) are usually historical or semi-historical and need to be suggested accordingly.

There are 3* types of skins:
GE skins which are made by Gaijin
Market Skins which selected by Gaijin from User skins published to Warthunder Live.
User skins, local skins installed by the user into the game files, and are hosted by gaijin on Warthunder live.

This isn’t fully correct.
As some of the new GE skins(some of the moment of valour ones(it says so in the blog)) where users skins.
Its the a10 and su 25 problem all over again, none of these should honestly be competitive just to ruin a whole br bracket. They should all be moved up to where they have nothing that everyone else at the br has. all aspects shouldnt be bellow 10.7 for example.

We have already taken steps to remove such vehicles from availability in the game (King Tiger 105, Panther II 88 and Flak 341).
We have no plans to introduce more given that stance in mind. The fact that some may remain and suitable replacements have not yet been found does not mean we will add more like them.

Im pretty sure we have only one Ho-Ri (Ho-Ri I)version (which is based on ferdinand/elefant, wooden mockup existed)
Other version of Ho-Ri II is based on jagdtiger (no mockups was made) is not in game.
Or maybe you talking about Ho-Ri prototype - premium version of Ho-Ri
