It being a bomb at the core doesn’t matter for the classification. For the game the important thing is that it is self propelled and guided. If it didn’t have the engine attached it would count as a guided gravity bomb, but it does have the engine, so it counts as an Air-to-Ground Missile.
No shit, the Mavericks and the new AASM Hammers don’t fly fast either and neither do regular glide bombs.
The Tornado GR.1 is at 11.3, which is appropriate for the kind of armament it has. If you want to use AGMs at a lower BR, there is the Buccaneer S.2B at 10.3 with its Martels.
Yeah, if we get an air focus then F/A-18C, SU-30SM, and F-2 would all make sense, but if it’s ground focused then we’ll be lucky to get any top tier aircraft at all, and I suspect it will be ground focused
Because it’s a bomb, gaijin by default gives a reset limit of 1.0, at the same time, due to its modeling as an AGM, it was easily destroyed by AA until recently, but not by GBU-15 or AGM-62
Maverick doesn’t smoke because of the booster’s fast consumption, so it’s a bit harder to shoot it down
Hammer doesn’t fly straight at the target, but flies along its own trajectory, which makes it harder to intercept and notice
In addition, both have a reset limit of 1.4, not 1.0
Tornado is worse in armament than MiG-27M or F-4E with 11.0 and sits on the same BR with Su-24M and Kurnas-2000

well yeah, so do GBUs if you throw them upwards, but the PGMs have a pretty low T/W for a missile, for the most part the rocket motor is only able to maintain a more sustained glide, but not actually to increase altitude any real amount without sacrificing significant range
