AGM-122A and Kh-25MP are probably the smallest and worst(range-wise) ARM that would not break that much of an EW logic. AGM-122A should be able to acquire onto smaller radars, and possibly pantsir or even ITO 90M. The Kh-25MP is quite old, but we can imagine hard enough that it can acquire onto radars like TOR or ITO 90M as well.

HARMs would only hurt the already weak SAMs/SPAAs while not bothering the Pantsirs at all
Harms will also just cause more problems with what nations can and cant get them. CAS at toptier is oppressive enough as is, we dont need more EZ no skill weapons when sams are as bad as they are now.

Well, I did omit the leaked 9K33 Osa here due to personal convictions …
The HARM alone would be available to the US(F-16C Viper), Germany(TRE), Italy(EA-200 TRE), China(F-16A MLU) and Israel(Barak II), not mentioning airframes that are yet in-game. I am not sure about their ability to acquire smaller radars, but the pantsirs radar should be powerful enough.
I doubt there will ever be a second event SPAA, so the OSA is highly unlikely. There will probably be vehicles that are good at AA duties such as a QN506, but not dedicated AA.
I mean:
Again with what we have in game they would just be too strong and thats not a lot of nations, try finding one that lets almost all nations use it.
