Arguably the Russians have the worst fox 3 currently, and AIM-9M wouldn’t be the worst, it’s in the middle of the pack and some regard it as the best currently. If R-73M is added, US still has the best fox 3s ingame. So there will be an asymmetrical balance of one country having better fox 3s and another country having better fox 2s.
The direct counterpart argument falls apart when R-77 isn’t even really a counterpart to AIM-120A since it wasn’t put into service.

Nothing is DOA with a br system (at least when it works). You wouldn’t say the same about any ww2 or Cold War addition would you?

That’s the problem, when it works. If an aircraft is added too late and is within the 1.0 BR range of top tier, it’ll constantly be uptiered since top tier works as a blackhole. Currently top tier is 14.0, so anything placed within the 13.7, 13.3, and 13.0 BR can be expected to face 14.0 regularly.
No because they wouldn’t be going into the black hole that is top BR.
