What could happen is leclerc S21/AZUR gets OFLF2, and the tier 7 two gets moved down to 11.3 and a premium is added like the UAE one.
This not only helps France at top tier, but also grants a premium which would attract players.

OFL F2 is the same thing than OFL F1, but “cheaper” to produce. France options are SHARD or DM53.
