Yes that’s what was planned. During testing the only live ordnance it carried was the 1000lbs bombs, AGM-65’s, and AIM-9Ls. It did carry mockup AMRAAMs on the belly pylons but never had live ones during the testing but those were part of it’s planned equipment if it had won against the F-15E.
They still aren’t the same things those 35mm oerlikon were on everything including many turrets they weren’t just gepards

It won’t be the best for CAS but it should be able to multi-role pretty good as it can carry 6 Mavericks + 4 AMRAAMs + 2 AIM-9Ls at the same time.

Ordnance wise it will be able to carry more guided weapons + keep it’s whole air-to-air capacity at the same time.
Actual flight performance wise yeah it will be worse than a Gripen C.
