F-16AJ is the worst example of that, because Gaijin only made a mistake. They thought the F-16AJ was prototyped because they confused it with separate, unrelated Sparrow tests on the YF-16A, and somehow the F-16ADF.
That’s how we not only got a fully paper aircraft, but a fictional configuration pieced together from multiple others. This happened before with the Panther II, which in War Thunder was also a mix of various different Panther based projects and later removed.
The real best comparison is probably something like the Yak-141, which was prototyped to some extent, but not in the intended final configuration. Still it was added as the intended combat capable variant in War Thunder. This is in forum suggestion rules as unfinished prototype and in actual Gaijin rules they allow it whenever they feel like it, but prefer close enough real alternatives (Like how they didn’t add F-111K, but F-111C for UK)
