Personally I’m against this whole thing of paper vehicles should never be added at a point where it sacrifices new gameplay for copy and pasted stuff from another tech tree, R2Y2 do give a unique gameplay style for the lacking japanese striker aircraft in that bracket. Paper vehicle, prototype ≠ fictional designs, proposals. Regarding the elefant in the room: Paper vehicles: it should have layers of consideration to be added specially a detailed blueprint or documented details to justify that said vehicle is realistic and nothing out of scope.
These rules could’ve been applied to every branch but only naval seems to be applicable to this rule where the best example: Project 23 with incomplete hull or any other project where only the cannon existed and so on, obviously I’m hyperbolic but that’s my vision with these type of vehicles being added. The only thing I’m against is fully fictional designs because it will be a hell for balancing either making said vehicle too much powerful or too much weak requiring the developers interpretation to make the vehicle better for the player or whoelse faces it in battle.

any of those would make it a worth addition, if not another giga mid, WORSE blk50 that would make israel as always a sleeper nation that no one cares about because is straight up worse US
With the addition of more and more vehicles in the game, nations become very big.
With Rank IX on the horizon, with gen 4.5 and stealth aircraft, a nation becomes to big to grind effectively.
Especially since they stopped with the RP reductions for new ranks, e.g. Rank VIII.
The average vehicle cost will go up to around 450-500K RP.
Players are already dissatisfied. This will create more dissatisfaction.

what was the reason rank 1-3 wasn’t added, even tho it 100% could be added?

My personal belief is that paper vehicles are a no-go. Atleast only TRUE Paper vehicles are a no-go. If there was atleast some attempt to build it, and it has the parts, then why not? But I guess those come under very early partially built prototypes. I think it comes down to it opening a can of worms.
Separating eras doesn’t facilitate adding new vehicles to the game, and separation of eras can create balancing issues, for example you’d have an IS-3 (introduced in 1944) fighting late World War Two units as example when in today War Thunder it mostly faces post-war designs (e.g. M48) and early Cold War (e.g. Leopard) units.
