Or would be enough, if the JSI was finished. As it stands there is no F-15JSI, so there sure won’t be one in War Thunder no matter what weapons it would carry.

They might mean tier-for-tier.
The JSI would be much closer in BR to vehicles like the F-15EX, Su-35S, later Rafales, and later Eurofighters.
Meanwhile the F-15J(M) would sit at a much lower BR with planes actually competitive with it (hopefully).
It doesn’t have to be the same BR. And considering that DSCA paper says nothing about engine changes either (which are pretty significant) I don’t think that’s happening either
The increase in CM amount is not part of EPAWSS, all it does is swap the AN/ALE-45s for 47s, which do not by themselves have a higher amount of CMs. The difference in dispenser is mainly for use with defensive sensor fusion, with automatic deploying of specific countermeasures depending on threat. The F-15J(M) already has similar functionalities though, although not fully on the specific airframe in game.
The RWR coverage is honestly the only part of EPAWSS that would be noticable in game, being a full 360 degrees. Although we do not actually know how much better this would be then it’s current one. The F-15J/J(M) have a better RWR irl then their C equivelents, although the exact performance figures are classified.
They put extra ALE-47 as part of the EPAWSS
Personally, without any more information from Gaijin, my expectations for the F-2 are simply:
- Rafale like decent radar with good TWS
- 4x AAM-3 and 4x AAM-4 (maybe AAM-4B)
- F-16AJ flight performance or better (with AoA limiter override or the opposite where it barely pulls AoA because it can actually turn tightly and efficiently)
- L-JDAMs with Sniper pod
Bonus extra things would be:
- Best in class radar in-game (at least compared to the aircraft currently in game)
- 4x AAM-3 + 6x AAM-4 (maybe AAM-4B)
- Significantly better flight performance compared to AJ, not quite EFT/Rafale, but close enough that fuel loads and skill will make it an even fight (honestly the least likeliest thing I expect)
- 4x or 6x ASMs that can be used with sniper pod as basically AGM missiles like the Rafale’s HAMMERs
- RWR coverage into the K band and maybe further so it can detect Pantsir and any other future SPAA launching at them (bonus if it has 360 degree coverage, but AFAIK it does not)
The J(M) is going to end up at basically the same BR as the 15EX family, only like 0.3 to 0.7 lower.

I’ve also heard of JASSM-ER for Japanese F-15’s, but I’m not sure if it’s real or not
If this is true then in game the only differences between it and a J(M) would be the radar, additional CMs (apparently not even those) and the fact it doesn’t use Japanese missiles anymore.
It’s probably still a slight upgrade, but pretty underwhelming compared to an actual F-15EX (at least in War Thunder)
Better RWR too. But yeah that’s about it, btw I checked and there was a JASSM-ER order for Japan in 2023 not sure if they have arrived yet (surely at least a couple have)

Honestly i’m not sure which C was being compared, i’ll try to find the source but it was some offhand blurb in some report about the J/APR-4 being equivelent to the ones used in american F-15Cs. And we have stuff talking about it being upgraded various times since (The J(M) in game should use a J/APR-4B), and the F-15J can technically have the -4A, although its understandable it only has the base -4.
