Well thats up to the snail, same reason the RDFLT is a premium, it makes money, even more so after the firerate buff(i have my hstvl so i dont need to buy it, but i have been tempted)
Imo the most valuable premiums i have are a1h, strikemaster, and usa t54.
idea is that it will be like wolfpack m1128 where there is tt version and the difference is the prem has a camo net
Again same deal with the Lav, gaijin could add a TT and a premium with netting being the only difference or they add one model to the TT like the 25mm and then the 105 as an event or premium. This is literally how gaijin does things. You should expect almost all vehicles to potentially be non TT
Thats one way they could do it. But i do see gaijin also making one exclusive to event/prem it makes it more likely to be purchased.

They can by just not adding them lol. Gaijin can drip feed one every year and make tons of money realistically. You seem to think that all vehicles will go to the TT when its very likely the snail will do what earns them more money.
