It’s a very much on paper thing. in order to not be invaded they were telling Germany they where part of the club, well doing everything not to get involved in the war.

I would definitely say Spain sounds a lot better than Hungary, if we discussed this before Sons of Attila. Even though Spain never joined the axis, and the only commonality is a fascist government during WW2, the weapons that Spain operated under Franco and after its democratic transition were much more resemblant of the Italian ones. ASCOD heavy IFVs, NASAMS, leopard 2E, F/A-18 and mirage F1C etc.
My first choice would still be LATAM due to the fact that Brazilian forces does played a role in liberating Italy in WW2 and the military ties were deeper.

Spain sent some volunteers to the axis forces fighting on the eastern fronts, but their role in WW2 was insignificant enough to even be called a participant. Like you said they never joined the axis as well.
