Well in my experience at least if a R27ER gets fired at you and you don’t notch or dive your cooked. So flying low and tossing your bombs is still generally the best option, which makes the extra chaff less necessary than the extra flares.
Also i’m not saying the tornado is a bad thing to take out i’m just not as educated on it as i am the Aardvark.

56 large flares is pretty good, and 600 chaff is plenty
I imagine you get a similar number of effective flares on the Vark, given that they’re small caliber, if you take half and half that would be 120 small flares which is about the same as 60 large, if not slightly worse

At this BR it is still better to fly low to multi path and use more flares/maws to let you fly past.
Edit:
This only really applies to aircraft without SARH weapons becuase with them you can at least stand off with others.

I mean, if it wasn’t going to be added to the UK, there wasn’t much point in adding it at all, it is just a worse version of one you already have at the same BR, with the small caveat of more CMs helping in sim
Tornado vs F-111 is definitely a preference thing in Sim
I don’t think the skink should’ve been added to the US.
It was a seperate Canadian development.
The F-111C however is an amalgamation of US components made and designed by a US company
It had Have Nap but didn’t get it. Also a couple other differences between it and the F

Well like @KhorneFlakez1337 said above it’s about personal preference. Both are not in the best place in sim. However I would chose to fly the F if I had it because of the counter measures, this is only because the acceleration doesn’t really affect me personally as much in sim because you are already at max speed when you see enemy’s.
Also it is better at killing bases because it can also carry more chaff to mess up the gerpoards radar.

9M is a stretch. Popeyes are more reasonable depending on variant
