since there is germany and Hungary as TT and sub-TT
That is debatable for one, and if it was, it would just be a replacement for the current F-16C Block 50, and we’d still most likely get the AESA upgraded F-16C next anyways
i will get every F-15 the USAF has flown ingame, idc if its worse than another one in US tt since then no one would fly the F-15A since its worse than the C

To be fair if the US used them they don’t take away from anything. They can be added explicitly as US aircraft to the US tree, and still go wherever Saudi Arabia or Qatar go once those nations are added. They aren’t mutually exclusive.
As for the devs, that one is more difficult. They seem to have their own rules, apparently more strict than even suggestions, but also make exceptions based on also unknown criteria. At least as far as we know, USAF F-15SA and F-15QA can be suggested at least, and from there we’d just have to see.
