Regardless of the result of the vote, APHE is being changed so the tip of the round continues through the tank like a solid shot would. APHE fragmentation is much better for internal damage than solid shot spalling.

According to the news post about the vote they are planning to make APHE deal the same kind of penetration damage as solid shot, effectively turning APHE into a straight upgrade over solid shot.
This buff to APHE also is said to be implemented even if there is no test and/or rework.

me still for japan and thinking why we arent seeing anything French/BeNeLux this update.
It would be weird to only give them a tiny coastal tree.

Just like Japan and Italy coastal. Gaijin just doesnt bother to add anything equivalant power in these coastal trees.
Like… when do we get a an Italian or Japanese ship with equal power of the SKR-7, MPK, Moffet, HMS Leopard, USS Alaska and Köln.
There are so many ship variants for these nations, but they always pick the one with the slow reload, lacking armour, slower speed and lacking guns.
