I have also looked through German language sources and could not find a single source that said that the US restricted the A2G capability of the F/A-18C for Switzerland. It was always just said that Switzerland was not interested in A2G and from the beginning only ever planned to use the Hornet for Air Policing and Air defense.
Please reconsider because around 20 11.3s have all-aspect missiles and 11.0 is a sparsely populated BR and the F-4F always faces those.
It doesnt have SARH missiles either.

since neither Finnland nor Swizerland were(are) allies to he USA they Specifically removed all A2G capabillities for these 2 nations due to US weapons Export laws
neither can carry Bombs nor rockets and A2G missiles, neither guided nor Unguided
