nanocrystal acts like NERA in terms of material properties, it absorbs majority of the impact on shells and allows for higher armor protection while being relatively lightweight
Very little soviet tanks will profit from it, from my very limited knowledge on how it works, regenerative steering basically only exists on tanks that does have neutral steering that comes with it, so Centurions, Tigers, Panthers, and majority of the Cold War to modern MBTs, while conveniently missing on ZTZ-99s (non-A), ZTZ-96 and everything else below, all T-54s through T-90s and so on and so forth. Russia does have a few vehicles with neutral steering like Obj 906, 2S38, PT-76-57 etc, but very limited, and China only recently have tanks with neutral steering thanks to their knowledge from German powerpacks.
