Chaos theory: the F-20 is actually a premium for the Turkish air subtree in Italy.
But in all seriousness I do think China, US or Germany are the best bets on who it’s going to. China being the most likely candidate as they haven’t had a R7 premium for a while and the J-7D leaves alot to be desired.
Plus and this is strictly just a theory here but it would make some sense to add to China specifically if they were planning to add something like the F-CK-1.

Taiwan developed an upgrade to the F-5 that turned out similar to the F-20, so I doubt Gaijin would added it to China rather than America.
