I believe will be 12.0-12.3 and the B tomcat will go up to 12.7 with the other to come tomcat when they decide to model the power of the upgraded AWG9 and model the Aim54s true performance.
I think 12.0 range is probably going to be the most diverse tier being able to be up tiered and down with an assortment of capable aircraft.

I mean just look at EJ Kai with AIM-9L and AIM-7F at 11.7. F-4F ICE would be just that but with AIM-9M and AIM-120B. It’s not like AIM-120B would have better range than AIM-7M anyway. Current 12.3 and 12.7 jets would be able to counter it fairly easily with their AIM-9L/M, AIM-7M and superior flight performance.
There 's too few aircraft at the research Rank it 's at for them to risk losing it 's position to an increase, according to their Q&A answers regarding it 's armament potential. If we see evidence that they’re working on a fighter jet that would be at a similar or the same BR as the FGR.2, maybe then we’d have reason to believe they’d reconsider the restriction. But we don’t currently have that.
It 's not unheard of for both new vehicle-type trees and new independent trees to be added in the same year. Sometime 's they’ve even been added in the same update.

Gaijin can add a rewarding system for such vehicles that rewards a players if he digs for a certain amount of time or does other useful actions(e.g towing teammates)

Honestly I wonder what stats gajjin is going to consider when balancing strike planes for ground. Obviously the biggest thing to consider is how lethal and advanced are it’s air to ground weapons, but then how much do we consider it’s air to air prefromance and overall flight prefromance? On paper a Mig-29SMT and Mig-27K have similar strike capabilities, but one is a far superior multi role platform, with good air to air missiles, radar, and flight prefromance.
