I have used it with great effect on the Tornado F.3 and FA.2 to make them more competitive
While not a replacement, it does help

Saying the F-16XL will struggle because it is old, is like saying the J-7E struggles because its a highly modified MiG-21 airframe, which is catagorically false
not by a breathtaking amount, its not like we’re talking about a MICA for in game purposes
It will more than likely be 13.3. It was planned to carry and was tested carrying 4 x AIM-120A and 2 x AIM-9L. We already have the ADF with either 6 x AIM-120A or the same 4 x AIM-120A + 2 x AIM-9L.
The ADF is already at 13.3 with the same loadout so there’s no reason for it to be any higher.
NASA got the second prototype iirc, not a newly built one. It wouldn’t be armed as used by NASA, but it still got the second seat, enlarged intake and GE engine as regular test aircraft before that so it’s still different from the first.
NASA got the twin seat F-16XL-2. When it was still in testing it was seen with weapons and had F-16A Block 10 avionics as it was modified from that airframe. It’s avionics and weapons were removed when it was delivered to NASA.
For top tier jets, which would you prefer: flares stock, chaff stock or both stock but in reduced quantity, similar to stock ARH/IR loadout?

This has no “official” bearing or anything like that. Purely bored and seeing where everyone’s at.
IMO, I think offering both stock but less than the total amount you’d get (like with stock ARH missiles and 2 IR/IRCCM missiles) would work best, so you’re not completely defenceless in one aspect of battle (IR or Radar).
We have the RAH-66 and the F-117 one is a prem and the other is a squadron vic what plane are you talking about cause the F-117 is in no shape or form a dogfighter
