T 80 U was trialed by Sweden, trialed vehicles are considered valid additions if necersary. Finland did not trial the 40mm Patria, it never even entered Finland. It was built, trialed, and demonstrated by the UK, and then marketed to some middle eastern customers, with no interest.
I can’t claim every member of the LAV family that never went into service for Canada, because even if General Dynamics Land Systems - Canada built them. Other nations, like the US, had tested them. It’s not special rules for the UK, it’s part of the suggestion rules for the forums.

The UK got the F-111C as a replacement for the F-111K (the British variant of the Aardvark), which was the variant wanted by them. As Gaijin deemed it better to add a service vehicle over an incomplete vehicle.

Honestly I don’t think who it’s made by should be seen as more important than who it’s made for. K2NO was made for Norway, so that’s where it should go because that’s where it would’ve gone if it progressed further.
In the case of the Patria 40mm AMV I’d say if it’s made for the UK, then it should go there, but if it was only a general export product (not specific for the UK) then Finland is still the right place.
Then again Gaijin themselves don’t really make that distinction considering we get stuff like the Oplot-M for Pakistan, Mi-28 for Sweden and more.
