Thats not the case at all.
A new variant is not always an upgrade of an existing airframe. Much like F-4F, which was a package installed on existing airframes.
This also again has no real meaning here at all. So its still not clear what your point is. We have a later version of the F-4F in the ICE.
Very much so. The Tornado ADV is a very different airframe to a Tornado GR.1 (IDS).

One was a modernisation and life extension upgrade, the other was a different variant entirely for an entirely different role and purpose.

except it wasnt. the ICE added BVR to an airframe that didnt have the capability before. the F-4F became a BVR capable interceptor, whilest prior to that, it was mainly used as a CAS platform that could defend itself with some shortrange heatseekers.
Many aircraft could have better missile loadouts but do not in game. The F-4F is not an exception to this. Much like the F-4E and British Phantoms too.
Once again, weaponary is subject to balance and the devs discretion.
While talking about the F-4F, what are the chances for the F-4F Early to get Flares/Chaff? :)
