As other variants of these aircraft at higher BRs were planned and have since arrived. The existing versions suited their BRs well once they settled. Adding new missiles is entirely down to the devs discretion. So if something suits its BR already, its unlikely to get drastic changes to its weponary or BR. Factoring in what else may be planned for those BRs also. If more aircraft are already planned there and moving something up creates a larger gap, its less likely to happen.
There is no other version of the F-16 possible to add for Italy (other than a Twin seat, which doesnt change anything munitions wise).
The US and Chinese F-16As are only receiving AMRAAM to keep parity with the Italain one.
I doubt that because I don’t think they see last update as bad
