Because the GBU-39 relies completely on speed and altitude for its range, while SPEAR 3 is powered, and more flexible.
I got no issue with full capabilities SPEAR 3 but considering it a GBU-39 equivalent is incorrect

Because, in the absence of ANY FnF weapon to go alongside the Spear-3s (i.e, no AGM-65, AGM-130 or perhaps soon AGM-84) The Typhoon could get a better version of the GBU-39 to compensate.
Also there isnt a direct GBU-39 equal for the Typhoon.

There is no SPEAR 3 equivalent for the US either, GBU-53 is just the closest thing as it’s unpowered

To get the max range out of the GBU-39 you need speed and altitude, while it helps SPEAR 3 range too, since it’s powered you don’t have to go nearly as high up to get a decent range
