The MiG-29G and F-4F ICE both are within the top tier BR range, therefore they are top tier vehicles.
You make a good point. The PLA Ground Forces are the unfortunate neglected branch of the PLA, especially when you compare them to the Navy and the Air Force. For Japan the Type 10 as you said is defensive in nature, suited for Japan’s island terrain and therefore emphasizes mobility and quick deployment.
PLAGF itself isn’t too happy with ZTZ99A, which can be seen in the shift for preference of lighter tanks like Type 15 as you said. In addition, the supposed next-generation tank is claimed to be in the region of 40-ish tons with a two-man crew, focusing mainly on battlefield survivability and loitering time which is a pretty big difference from a 55-ton MBT like ZTZ99A designed for tank-on-tank engagements.
What I would define as top tier is just the max BR rn, which is 13.7, which Germany has nothing of as of now.
