Or are they all eventually brought up to equal footing?

That is saying that leak lists do not contain every vehicle that will be in the update. Not that leaks come in multiple parts.
We know they come in multiple parts from experience, but that is not what is said in the sentence you are quoting.

Even if simplified, I really hope they don’t omit key AESA-specific features like simultaneous air-to-air and air-to-ground tracking or high-speed scanning. I’m incredibly eager to see the radar scope of this AESA in War Thunder, so I’d like the distinction from mechanically scanned radars to be made crystal clear.
No. Only Germany and Italy have the T4, however Britain did upgrade its FGR.4s to T4 standard.

From a gameplay perspective it seems like it would be a hassle to keybind and maintain locks on both at the same time. I don’t even think people use ground radar that much anyway, so I don’t see why Gaijin would want to model this, for example.
Me getting annoyed every time Thailand doesn’t arrive.

Japan sub is probably two updates out imo. Just a token f5 or two for now.

Well according to the previous leaks the Typhoon was delayed until 2025 but now it’s in the December update.
