for me this is germany the best at in top tier, as a ground main who hate cas therefore have to love cap ICE at 11.7 is a perfect cap plane as it still carry aim120 and irccm aim9 while not incrasing the br of your top tier lineup and still have good manouverability and speed compared to other 11.7(grb) aim120 carrier
Because Italy was absolutely miserable with the Ar*ete “MBTs” as peak of its tree. Leopard 2A7HU, through the Hungarian tech tree, added the first and only actually cungtional Top Tier MBT to the tree.
If there is a tree that deserved such tank more than anyone, it was Italy.

Literally just a cost per unit issue, the new AH-64Es are basically refurb parts on new airframes to save costs. Includes weaker GE engines and but a better gearbox, so can now hover with one engine shut off.

There is some debate on what the max AAM loadout is for the Tranche 1 if im not mistaken, might only be 10 missiles max (4-6 IR or 4-6 BVR). Also could easily be mitigated even further by limiting it to AIm-9M and Aim-120Bs and handing out 120Cs to other nations
