Gaijin wants to get as much money as possible in the shortest amount of time, and making people buy premiums to have unique vehicles achieves thing, even if it does nothing but detriment the game as a whole in the long term.

Ok so that “Soviet” cruiser is probably Murmansk after all (which actually is pretty neat and useful for USSR bluewater).
As for German WW2 bombers… there’s so many to pick from.

If it’s not the Soviet Omaha Class Murmansk, my bet is the Soviet Cruiser Petropavlovsk/Tallinn ex-German Admiral-Hipper Class Lützow
Short Recap:
The Lützow, an Admiral-Hipper Class cruiser, was sold to the Soviets by Germany in 1940 while still incomplete. Renamed Petropavlovsk, she was partially outfitted with her 38cm guns and used in the defense of Leningrad during World War II. Though only ~70% complete, she fired over 700 rounds before being disabled, eventually being repaired and renamed to Tallinn before finally serving as a training ship until the mid-1950s.
More Guesses:
Another amazing guess is Ex-US Omaha Class Milwaukee in Soviet Service, the Murmansk. This ship was leaked by an extremely reliable source (Olivia) last year and is a good option sitting at Rank III and 5.0
Another good guess thrown out there by @Apollo_1641 was the Admiral Makarov, or Nurenberg, this Leipzig Class Cruiser for Germany is already in-game at Rank IV and 5.3.
Why I Guessed It:
Because “Soviet” is in quotations, it’s more than likely a non-Soviet ship brought into Soviet service, so that lays out a few options. Due to the Omaha Class, Admiral Hipper Class, and Leipzig Class already being in-game at Rank III and IV especially, would be relatively simple to add. However the Murmansk seems more likely with the Battle Pass being reduced in size to Rank III Ships/Boats, and this was also suggested by some others here already. I suggest this purely due to the Soviet Rank IV Cruiser Voroshilov (Season III Battle Pass) existing (also at 5.7), so I wanted to throw this out there as an option.
Northern Territory?
I don’t understand Gaijin’s decisions removing packs before 1 year old or newer packs to replace the older one. for example Saudi’s EEL.
Probably Either another Kirov class or Chapayev.
But how would those be “Soviet” as the clue says. There’s no ambiguity or uncertainty with the Kirov or Chapayev, unless, that is, it’s flying a non-Soviet nation’s flag…

There 's the Sverdlov-class, KRI Irian operated by Indonesia. But the other members of that class are too high in Rank to be likely candidates for a BP prize, and it going to the USSR tree doesn’t fit well w/ the other rumours we’ve been seeing regarding ASEAN.
So it probably won’t be that, it 's just a neat historical note. Soviet heavy cruiser operated by another nation.
Petropavlovsk/Tallinn was never completed and is obviously in too poor a state to be viable in War Thunder.
If it’s going to be a seized german cruiser, I think Nürnberg (renamed Admiral Makarov) is more likely
