The program started with Germany, France, Britain and the Netherlands in 1995. France left in 1999 to develop the french Boxer (VBCI), Britain left in 2003. The first vehicle was delivered in 2009. Britain rejoined the program in 2018. So yes, it’s mostly german.
I dunno they seem to have a great industry thing going for them, at least outwardly when it comes to export, look at when the UK tried to export stuff (Challenger 2E to Greece).
BAe did a better job marketing the the Gripen for Sweden than they did the bloody harrier.
