Yes and no,
Harrier idea developed alongside the P.1154 and they were meant to compliment each other and the Kestrel was very much finished by the time the P.1154 was in development
As i said one of the early harrier airframes was used for PCB and BS.100 testing, just after the cancellation the RAF put full focus onto the harriers

Yeah, its one of the main reasons the RN ditched it, but then they went and got the Spey phantoms that werent much better
