What is Gaijin’s official stance/logic when it comes to ordered, and undelivered ordered vehicles, such as the F-15IA and the like? What is the official criteria for them to be able to be added to the game?
It will probably be denied though, 12 missiles would be balanced enough and 16 might not be needed
you say this until you get into an MCM match with someone who would still have 2 more missiles than you

Greatly depends on if the aircraft is an existing platform / version of or something entirety new. For example Italy doesnt have an operational AESA Typhoon currently. But they have ordered the ERCS MK 2. The aircraft in game is simply a combination of the two real existing elements.

Does the same thing apply to tanks/ground vehicles?
Ground can be a bit more complex. As it largely depends on the availability of information on a subject.
As we explained recently about some interesting Japanese prototypes, its all very well finding 3 pictures of something, but thats not enough to accurately model it in game fully.
The same mistake is also made of suggestions. People assume because a suggestion topic can be made as it meets the minimum requirements for that, it means its viable to add to the game. Which absolutely is not the case.

So let me see if I understand this right;
So long as an ordered vehicle exists, or it’s components exist, it can be added to the nation which ordered it (assuming the order has merit to it and isn’t at risk of falling through)?

There are 246 suggestions, but I’m not sure if that counts all of them, or just the open ones—excluding those that have already been accepted or processed.
Germany has suggested nearly 400 ground vehicles.

I was curious about the 2A8 that was shown in the trailer as an example.
I’m not asking for confirmation on any specific version. But hypothetically, could the 2A8 be added (not specifically this update) for other operators that have ordered it but haven’t received it yet at that point in time?

It would be incredibly iffy, because you have to make a bunch of assumptions.
And while pretty safe assumptions, they are still assumptions nonetheless.
