It’s where it should be, the problem is most SPAA systems are overtiered.
We need a .3-.7 drop on almost all 7+ BR spaas with a few staying where they are.
The French Roland lacks thermals and the gun elevation is terrible for an AA
US Roland carrier doesn’t either, not sure about the German one.
You can really tell when dont play cas, spaa is fine up until 8.0, then gets borderline op to 10.0 and above that its starts falling off hard.
The key is all about who can spot and who can out range who and around 8.0 to 10.0 all cas planes have is dumb or very basic mclos guided ammunition and the good old eye ball and your graphics card rendering range to spot targets while spaa get radar and ir scanners, literally all you have to to is hold fire with you cannons or manpad until the plane gets to 3km and you will be easily able to shoot down any plane before they even know what hit them

Certain nations may have a good individual BR bracket but overall most are trash.
The strela with iglas being lower in br than the sidam mistral is criminal.
The last thing we need is the strela to be moved down. What i would agrea with is vehicles that use ir tracking to all be moved down, you shouldnt be at 10.0 with a cannon that doesnt have a lead indicator past 2.5km.
Nah, even if Romania would come first instead of Hungary they would most likely do the same copypaste, just because it’s much easier and cheaper for them.

The others doesnt have thermals either… besides that having a a better elevation doesnt really justify a two br step differene, keep in mind that the french one is 9.7.
Hungary has c&p too. And Gaijin straight-up refused to add ANY Hungarian aircraft while delaying it with a soon tm. Meanwhile, both branches of the subtree are majorly under developed.
But I do agree that adding Hungary to Italy was a mistake, Spain would have been much more fitting, however, we can wish in one hand and **** in the other and see which gets filled first.

The Strela is one of the very few that’s both effective and placed well.
But there’s no reason / justification for the placement of quite a few of them
Seeing that the Turkish F-104 is being taken from the shelves of the store, I’d guess the LanceR might be a replacement honestly I’d take anything over a F-104 at this point

German and Hungarian Strelas would be great. Plus the Osa probably won’t (and shouldn’t) be 10.3 for long so the Strelas will better fill that BR.

So why is the max speed only 580 m/s or half of the 1020 m/s seen on Wikipedia for the M3 version that’s supposedly the one in the game?

Because wikipedia never should be considered a real source, it’s written by regular people and contains a lot of mistakes. The speed is correct according to manual.
