Ho-Ri prot is not in german tech tree.

The data on aggregate in game performance is necessary to make any game balance decisions because Gaijin can’t employ enough people to play enough of every single vehicle (in every one of their many games) to make any kind of informed decision. But at the end of the day someone(s) have to decide what needs to move because it is causing outlyers in that data. Doing too well or too poorly, etc. And then there are “business effects”, that we don’t see at all, how the game is structured and engineered to motivate players to spend money to advance.
