It´s evident AA system aren´t suited for tiny areas. My idea is to give them a play area far from the main play area. For these, in my opinioin, Top AA system´s sp cost could increase being similar like spawning a helicopter with only rockets (could be a bit more).
The play area of these system could be like this:
Only some SPAA could stay that far back, still quite a few top tier SPAA cant as they lack the range, being forced to play that far back would make them useless.
Elde 98 effective range 6-7km against jets
Tan Sam Kai effective range 8-12km (occasionally its really inconsistent) against jets
CS/A5 effective range 12km( sometimes longer but its pretty rare) against jets
Claws effective range10-16km (but multipathing makes it more of a glorified AIM 9X slinger.) against jets
Spyder effective range 12-20km against jets

Ignoring that most, if not all, maps dont have terrain that would support this, you still have some range issues.
It would be better to make larger maps for top tier as this would help both spaa and mbt gameplay.
