I think it should be 10.7, but with the new decompression I can see 11.0 being reasonable. It’s worse than the HSTVL, but not an entire 1.7 Brs worse.

HSTVL has never been nerfed in BR. It’s where it should be because it’s among the top 3 light tanks in the game.
2S38 isn’t even top 10.
All 10.3 MBTs are better than 2S38 [and other IFV and auto-cannon lights].
At this time, the only way it moves up is with everything else at its BR.
There’s a significant difference between ‘top 10 best light tanks’ and ‘top most infuriating light tank’, the 2S38 isn’t particularly fun to play, and is an absolute nightmare to fight, provided they get the first shot off, regardless of armour or survivability, it’ll find a way to kill your turret ring or gunner so you have to sit and watch as it pummels your crew while you are fairly helpless to resist.
The 2S38 doesn’t need a BR increase, what it needs is a rework to become an SPAA and lose it’s dart, if people want to roll about with the APHE then fine, especially as that takes less luck to pen

The 2S38 has been my 105mm HEATFS stock grind victim since it was introduced.
Becoming a SPAA would keep its dart and be a massive buff in general, and losing its dart would move it to 9.3/9.7 where its SPAA capabilities are; Neither of those are my opinions but a consequence of those actions.

Irrelevant to my point that they are very hard to deal with if they shoot first, outside of that they have the same mediocre survivability of a BMP/BMD

Where is the search radar on 2S38? Where is the OTO 76mm gun for 2S38?
No search radar reduces BRs by at least 0.7.

SPAA status has never removed darts.
Begleitpanzer is already 9.7 without a dart AND it has TOW missiles, bringing that up proves my point.
If 2S38 had proxy and dart removed it’d be 9.0 - 9.3 because no TOW missiles, and PT-76-57 is 8.3 with the same exact APHE round while having a laser range finder.

With the decompression, there is 0 excuse for it to not be at least 11.0

It can go up to 11.0 when all main 10.3s go up to 11.0.
And of course Begleit to 10.3, and so forth of the thermal-rangefinder-autocannon light tanks.

It does limit them, which is a worthy compromise

This thing hasn’t been cancer since they added modules, I don’t see an issue, and I used to be a big time supporter of nerfing it.

11.0 might be a bit too high but theres 0 reason why its not 10.7. The fact that you can meet this thing in a Leopard 1A5 is such a bad joke. The russian 10.3 premiums are bad enough but that thing single handedly ruins 9.3

There are zero SPAA in War Thunder limited in darts due to SPAA status.
The only vehicles limited in APFSDS are tanks that are limited IRL based on manuals.
You said remove the dart… as did the quote you specifically grabbed.
@H_ngma If 2S38 goes to 11.7, HSTVL has to move to 12.7, and Begleit to 11.0 for equality and balance.
2S38 single-handedly made 5 of my 9.3 tanks’ stock grinds easy.
I’d like the dart gone, or limited to <25

2338 is a walking ammo rack, it is insane how people still think it is broken.

Why exactly? It has the best non SPAA anti air round, It has a 222mm pen autocannon and an unmanned turret. I really dont see why it would be at the same br as the PUMA, Srft 9040C and Boxer MGS
Dart can’t be limited because the documentation has no such limitations, and removing it reduces it in BR.
2S38 is not a meta tank, and it was moved to 10.0 very quickly when it was meta.
I’d much rather be in a Sprut M at 10.3 than a 2S38.
The best non-SPAA anti-air round goes to USA’s M830A1 in Abrams.
Also there’s a reason my post said main 10.3s to explicitly exclude IFVs from that statement.
IFVs should likely stay at least 0.3 behind unless proven otherwise capable.
Also 9040C should be 0.3 below 2S38 due to being slower.
It’s not reasonable for ahistorical change, I may sound biased but that’s true. Bajkal combat module doesn’t have limitation for type of ammunition, mostly being because there’s only one ammo rack divided by two rails connected to the elevator. You may refer the OTOMATIC is capable of fully loading, if it can and it’s historical I’m fully in, with the recent addition of the FSAF SAMP/T, OTOMATIC may recieve APDS-FS one time or another. I don’t get why people thinks 2S38 is broken, at the same time same people don’t understand the decompression wasn’t focused on battle rating 10.3, if it was, 2S38 certainly would be at higher battle rating by now,
However this decompression only included battle rating 11.3 and above if it wasn’t obvious, in this subject people are asking for a single vehicle to move higher in battle rating unaffected while the rest of the battle rating stays the same? In my opinion the right thing to ask is a general decompression of ground battles including battle rating 10.3 and increasing the cap to about battle rating 13.0 or even higher if needed, and in my opinion again, only battle rating 12.7 won’t make much difference but give advantage for vehicles at battle rating 11.3 that didn’t had its battle rating increased.
Ok yeah an MBT round is better if you compare 1 round to 1 round but with the fire rate of the 2S38 youre not going to fire only 1 round
But if we discuss the BR of a vehicle then we have to compare it to all vehicles at that BR sure the 2S38 comes out looking weak vs a Leopard 2A4 but compared to the vehicles in its class aka light tanks its looking plenty strong.
Sure but the 2S38 is not a classic IFV like the PUMA and the 9040

All auto-lights are strong compared to IFVs.
And all light tanks are strong compared to auto-lights.
Gun power creep do be like that.
IFVs get shafted cause of scouting which could use a rewards buff.
