Was the Naval aim broken today?

Seems like the Coastal aim got MUCH worse as of today. It no longer seemlessly track targets slightly behind walls, in which, indirect fire is a major part of, and pre-tracking, pre-firing targets before they come out of cover The aim also seems way less accurate now especially with low velocity ships (cough British 113mm guns) In the below picture, I clearly had an lock on the target, but it would not raise the guns.
