Ironically. At least for Britain, Germany and Italy. That probably wont be the Typhoon. Im not sure if they ever got AGM-88 intergration (or it might be going to happen, but hasnt happened yet) and ALARM intergration was canceled. Their best ARM carrier would probably remain the Tornado
So that leaves Italy, Sweden, Germany, and the UK without HARM viable jets for toptier, idk about Japan
Id be surprised if the F-2 didnt have a HARM option.
There is Spear-EW for the Typhoons, but im not sure where that is in development/test firing.
I have no idea so i cant say for the F-2
