Yes, it is a smoke launcher. The document was issued in November 1941 by the Kwantung Army Headquarters. The vehicle shown as an example is presumed to be the Type 92 armored car. For some reason, it is reversed left to right.

A modified two-seat Mitsubishi A6M2 training and reconnaissance fighter from Rabaul, number 59-122. Only one plane of this type was built.

The A6M2 59-122 is interesting because, compared to the A6M2-K, it still has its full armament. The Mitsubishi A6M2-K had its 20mm cannons removed, but the A6M2 59-122 retained them during training and reconnaissance missions.

Is it actually 59-122? On JP wiki and museum plane is called 53-122

It is not Type 99 on new hull but just simple serial one

It can be clearly seen when comparing radiators placement and ledge on hull
