It literally can’t, PUMA can be front penned by regular 30mm APDS. Not even APFSDS but regular APDS. It shouldn’t be able to, but it can. The entire side can be lol penned by it, and the back by 50cal. This isn’t 2022 when it had realistic armor anymore.

30mm APDS will struggle with PUMA frontally and even from the sides, provided you’re angled a bit.
30mm APDS will absolutely cleanly punch through from the front in about 30% or some such of the area. Simple spray and pray works entirely fine against it. Hell AP-T does for crying out loud. How long have you not played the PUMA anymore?
This is 30 mm AP-T at 500 meter. The protection map isn’t even accurate as you can see by mousing over. It can punch through in several areas. Because according to GJN the front of the PUMA has virtually no armor.
APDS and APFSDS have way higher pen. And angling? This isn’t low BR high distance engagements in relatively slow vehicles. PUMA armor has been nerfed to absolute absurdity. Because GJN is convinced that “protected all around against 30mm APFSDS” translates to "has 30mm of protection against KE.
And the composite armor at the back, meant to protect crew and six dismounts against 30mm APFSDS doesn’t even provide enough armor to defend against a Chaffees 50cal.
The area you’re aiming at would just make the round get eaten by the power train.
I’ve moved my mouse around and plenty of that UFP is either red or does very low damage, as explained above. Saying it has no armor against 30mm APDS is just an exaggeration and is quite ridiculous.
Angled PUMA hull is problematic to 30mm darts from the BMP-2M, let alone APDS.
It has really good side armor and even a slight angle would make APDS non-pen.
You’ll survive this at 10.3 then.
PEN. DOES. NOT. MATTER. for IFVs. They will NEVER win fighting head on. Rate of fire matters much more. And yes, post pen is awful for the 2s38, which is why RoF matters that much.
The ammo rack is not, in fact, tiny. It’s gigantic. Any shot to the central to mid-forward section will end you. A shot to the gun area has about a 50/50 chance of exploding you. A shot that will not reach the crew from the front still a high chance of disabling the FCS which means no firing the gun for you. Also, the autoloader is huge. Even if the enemy hits only the autoloader and nothing else, you’re still dead. Unless you can run away from him … unlikely.

High survivability. No. Any penetrating hit will most like take out at least 2 crew members, the fcs and/or the autoloader from the front and frontal 180 degrees arc. -

A better example would be if someone asked for the EBRC Jaguar to move to 12.0 because it’s OP, but they have never even touched that vehicle or aren’t even close to unlocking it (the someone in this example is a nation main).

The 2S38 hasn’t really been a balancing mess for quite some time though.
Don’t get me wrong, I do agree with the BR increase to 10.7. Mainly because it won’t have a significant negative impact on the 2S38 itself and will save 9.3s a headache. However the 2S38 hasn’t been truely overpowered in a while now.
However the comment that you originally replied to (not my previous one, but the one before that) isn’t just about the 2S38. Morvran has a history of overrating vehicles he has never played due to personal struggles in GRB, but that is a different topic.

Someone can of course overstate or understate a vehicle capability, but i’d say it does not always depend on whever you play it or not.
Even a vehicle I play can sometimes feel weak because it doesn’t fit my playstyle, or maybe my own biases can clutter my judgment.
The initial argument “you don’t play it so you can’t say it’s unbalanced” is, imo, irrecevable. That would be my main point.
