It is my personal opinion that its fine at 10.7, because while it has a powerful gun, the lack of depression and the giant size hold it back against its peers (10.3 was too low and unjustified though)

You have it the wrong way around.
A better example would be if someone asked for the EBRC Jaguar to move to 12.0 because it’s OP, but they have never even touched that vehicle or aren’t even close to unlocking it (the someone in this example is a nation main).

The 2S38 hasn’t really been a balancing mess for quite some time though.
Don’t get me wrong, I do agree with the BR increase to 10.7. Mainly because it won’t have a significant negative impact on the 2S38 itself and will save 9.3s a headache. However the 2S38 hasn’t been truely overpowered in a while now.
However the comment that you originally replied to (not my previous one, but the one before that) isn’t just about the 2S38. Morvran has a history of overrating vehicles he has never played due to personal struggles in GRB, but that is a different topic.

Someone can of course overstate or understate a vehicle capability, but i’d say it does not always depend on whever you play it or not.
Even a vehicle I play can sometimes feel weak because it doesn’t fit my playstyle, or maybe my own biases can clutter my judgment.
The initial argument “you don’t play it so you can’t say it’s unbalanced” is, imo, irrecevable. That would be my main point.
Overall I would agree with you on that point. As long as someone has common sense and basic critical thinking/analysis skills they can judge vehicles even without playing them (sadly a lot of the playerbase lack one or all of these).
I think what triggered the original post you replied was more Morvran’s history of overstatement of vehicle capabilities than it was him not having played it.
I only play arcade mode, and I believe increasing the BR won’t improve the balance at all. In arcade mode, the 2S38 can even outperform some missile anti-air vehicles with its proximity fuse and rate of fire… I can’t understand this level of strength. In comparison, the American HSTV only has 26 rounds of ammunition, and when I play HSTV, there’s no room left for proximity fuse ammunition… For me, removing the proximity fuse ammunition from the 2S38 or reducing the number of rounds would be enough to achieve a balance adjustment🤨
I find the Deriva in 10.7 well-balanced, but please, there needs to be an option in the modifications to remove the floats.
The floats take up five times too much space, it’s ugly, and it adds a lot of weight.
The fact that they didn’t include an option to remove them is terrible, especially since it’s based on BMP3 and they’re not included by default.
