This can be bypassed by playing some op stuff. Lets say, Ill grab t58, get some good kd on account and claim it should go down to lower br. And when some guy says “you are wrong” I can tell them to shut up because they have worse kd or lower than that “decent”. Also who defines whats decent or not?
This will return us to times where aristocracy dominated and had control over anything while lower classes were just slaves without any rights. There were reasons why it became obsolete and changed over time.
And from developer pov, your stats, iq, form of skull or race doesnt matter - both low and high kd players pay money and this is what matters. So developers try to listen to both.
Instead of increasing discrimination and inequality, devs should educate players. But thats probably too much for gaijin which struggle with patching binoculars bug and flying wheels.

Its got a higher RoF, more armour which means its far more .50 cal proof than the HSTVL, a remote turret and despite all of the added modules its STILL got a gigantic pile of empty space all through it for your rounds to overpen through lwhile everything in the HSTVL is squashed together so any penetrating hit is going to disable that.
What possible reason does it have to be a full 1.7brs BELOW the HSTVL? And apparently people are complaining that they only want to move it up to a staggering 1.3 brs BELOW the HSTVL.
its asinine. Ive said consistently that its at least 1.0 brs too low since the day it was introduced.
If the 2S38 is fine at 10.7, then the HSTVL is 1.0 brs too high in that case.

Anyone can determine a vehicle is OP by analyzing its capabilities and comparing it to other vehicles in its class.
2S38 is ~1.0 - 1.3 worse in capability than HSTVL, and HSTVL is 12.0.

And how you get 1.0 - 1.3 is mobility and gun.
22% increase in gun performance with 100% increase in mobility, and like 15 - 20% increase in top speed.
And you compare similar vehicles to that situation, they’re almost always 1.0 - 1.3 higher in BR.

Hstvl also has one (sort of). The difference is that hstvl loses commander and 2s38 loses entire tank because of ammo in that turret
Rear part - electric system, engine, transmission, center - ammo, front - crew, driving/firing controls, huge external fuel tank which explodes vehicle pretty often.
2s38 is worse in every way except lws, ammo count and rof. Even hevt (on vehicle which is spaag irl) has less range than hstvl one, 5km vs 8km.
It belongs higher than 10.3. Most of the USSR 10.3 lineup does

BT-7M is 1.0 above BT-5 despite its acceleration being the only difference between the two.
2S38 is 1.3 BR worse than HSTVL in high-BR’s current decompression.
As long as proxy performs as well as it does, while AHEAD sucks. And as long as the 2S38 can reasonably front pen many MBTs while the 30mm on NATO IFV is crap. I genuinely agree that it should go up even more.
Only reason it’s stats aren’t “that great” is because people play it like an MBT. I’ve virtually never seen a 2S38 go hull down or flank. They’re usually driving straight out at enemies and firing wildly, because it works more than half the time.
Try playing GRB then.
I’ve seen plenty on the flank and it didn’t go that well as they’re not particularly fast.
a 2s38 is fine at 10.3, the 2s38 has no armour or ATGMs (that many lights do at the teir), try playing the 2S38 at 10.3, see how shit it is
Neither does the regular PUMA. Who gets a 30mm peashooter, has no armor, isn’t fast either, much better, and gets crappy AHEAD instead of proxy.
