The 23ML is far superior to the FGR.2 and FG.1. They have worse flight performance, worse radar, worse SARHs, and worse IR missiles. The only positive of the British phantoms is the better teammates. They are well overdue moving down to 11.0 in my opinion.
R-24R gets IOG, and the MiG-23 MTI radar is massively overperforming, so the gap between the 24R and 7F isn’t as noticeable. 7F has better speed and range, but the 24R is much more likely to keep tracking the target. The Skyflash is modelled as the worst SARH in the game fitted to a PD capable plane. No sustain motor so it hasn’t got speed or range. Fin improvements the british made aren’t modeled, so it’s aerodynamic performance is the same as the 7E2. Due to the simplicity of the radar simulation, Skyflash doesn’t even benefit from its inverse monopulse seeker head, which would put it ahead of most SARHs in game. It’s more comparable to the 23R.

But those two are 10.0, Mig23ML moved to BR 1.0 would be, well, 1.0.
Gaijin doesn’t seem willing to place jet fighters below 6.0 even when it historically would match up.
Planes aren’t historically matched up - they are BR rated based on their capability.

Oh no, the F-4J doesn’t have access to a worse radar mode.
But it would help boost sales if we put mig23 at 1.0!

What if we propose MiG23ML at 1.0 as pack premium together with Imperator-class titan?

But checking wiki it does at the very least get TRK PD HDN. Which basically covers what it needs.
In my impression, the only F4 with SRC PD is F4 EJK, im not sure if Kurmass2000 has or not
the TRK PD HDN of APG59 is trash, if the relative speed between the enemy and you is lower than 450m/s (you are in 1mah), it will unlocking
