Thinking about the there will be two things
- there will be so many horse armor jokes
Real life modern horse armor
- People are going to go atomic berserk is there fake online horse gets knocked out like its there Minecraft dog.
But otherwise if Gaijin makes medium size maps or the urban environment can have areas there horse or small vehicle can pass but your APC or Tank cannon it could be a very useful tool. I know the drones are going to be an issue but I have a feeling that will be a top tier issue. Horse equipped calvary units are around at every era so each BR would get something.
Also Gaijin can milk the horse color selector by making it a premium thing. And there are more then horse out there so you may find some funny stuff like Camel with the UK had some at one point back in the day and others.

How I would see a Horse mechanic work.

You would have your full squad + everyone would get a horse or however historically they where set up. (some units have 2 per horse) Horse may have its own equipment / storage (some protection + extra personal ammo)

You spawn on your horse just like a mechanized car or motorbike squad from the start you can control your horse like a vehicle but with some extra mobility on certain ground that a car or motorbike wont.

your poor Uma can be “Knocked Out” which then it rag dolls and your soldier clambers out of if there still alive. You can still get your extra ammo from your poor Uma but your down a horse. You may be able to double up to keep your squads momentum.

You can fire weapons from the horse like rifles guns RPGs and use a sword if you have them. Some heavy weapons maybe not. Your firing angles will be restricted.

Unlike a motor bike you get off of you can call your horse to you like a squad member (though a whistle or sound device) Horse when parked will stay put unless disturbed my enemies which then they will try to leave.

You can run enemies over or kick people with your horse dont stand near one if your not friendly.

you can edit the horses color or pattern to fit your liking or if realistic specialized attached equipment like heavier rockets / wagon cannons / rockets / heavy MG cart.

not every mount could be a horse there are many others:
donkeys, mules, camels, and possibly many others.

I have seen an image with an RPG slung over a horse saddle like a rife concerning Russia so maybe. I will try to find it. But Gaijin can make it happen as it would cool to stop a MBT with a horse. Also the Polish used anti-tank rifle against German panzers on horse back in WW2 so maybe. War Elephant would be cool UK has more horses then tanks and the Elephants would add something funny.

What do you mean by hunter level damage model? There basically NPCs and should be like any other NPC and be able to take damage just like a Tank or Jeep or infantry.
Lung shots/ heart shots/ etc?
Last playtest we still dont have these so maybe worth a mention

Sure it’s a bit complicated for a horse and for Gaijin. It’s likely just going to be like enlisted where you have something very basic. In enlisted you can usually tank 2 bullets unless you have body armour. Or if you received a head shot then it’s one.
Keeping things simple is likely how Gaijin will go sadly but respectable. The whole thing with mounts is because it could have some utility and it’s historical.

I would compare horses to L3 and wiezel by volume, yet infantry having guts themselves would really be great :D

Pack animals would be useful in infantry even if they don’t have a MG strapped to them. Extra ammo would be a good nice to have especially if you can call them to you for an extra rocket.
