Mig-23M or Mig-21Bis? Both are at the same BR however, the Mig-23M looking like have a better radar then the Mig-21 and which one is best at dogfighting as I always get to gun range? And Which one is better at outrunning enemy. Which one can be a better bomber for early grinding?

Then 23M is, AFAIK, better at rate fight, 21bis is better in one circle. So it boils down to what you want from your plane.

Mig21 is gonna dogfight better, mig23 fm isnt what it used to be after the nerfs and r23 arent that great. For CAP in grb I choose the mig23 over 21 since there are no nametags and the r23T with the extra range becomes useful and irst, same deal for sim im guessing.
If you want to base bomb they are about the same, but I would only bomb in a premium version.

@Beeschurger gave you answer, it depends, and you’ll have to use manual sweep on the mig23 so its not gonna be as user friendly.
How about Long range Radar missle PVP?
Obviously answer would be 23M even if R23Rs are inferior to R24s, as Bis can only carry throwing spears.
But currently MiG-23 radar seems to be bugged, last time i played it like month ago, it cant accquire targets under ideal conditions.
Your best introduction to that stuff in the Russian tree is gonna be 12.7 yak141 or the 13.0 squadron su33 or 13.0 su27. Mig23 radar is pretty bad now that it has automatic MTI mode, theres bug reports trying to get it reverted to manual, the r23 is significantly worse than the r24 at least in my experience, and if you really want to try an r24 slinger the MLD in the tech tree is slightly better than the premium ML, in areas that really barely matter in RB and more of a sim thing other than the better RWR.
If you want the easiest intro to BVR the F4S at 12.0 is gonna be your best bet if you plan on grinding out USA, has everything you need, up to 6 decent missiles, PD radar etc.
Personally at 11.0 i found the mig23M fantastic fun.
The 12cms is difficult but you should manage them fine
Ok then what do you i shall choose… I am a Su-17M4 player. I use that aircraft to dogfight and I am not sure wether the Mig-21Bis or the Mig-23M will be suitable for me. And I am trying to grind my first top tier jet in war thunder the Su-27 and the Mig-29.

Go for the su27 first, its a much better plane even at 0.3 br higher than the mig29.
Yes and so which one i shall buy…? I am almost at 800k SL for the Mig-23 or the Mig-21 they both cost exactly the same price.
mig 21 bis is foldered, mig23m is something you have to research to move down the line, maybe that is something to take into consideration?

The mig21 i skipped as.iv3 used the lazur extensively and its exactly the same…
The mig23M for 11.0 is a fantastic plane, itll teach you a lot , wing sweep, speef management. Countermeasure management.

ok but i am a pure free to play guy need lot of help with SL currently using 12.0 Ground Arcade will this make grinding faster then relastic?
You wont make more per match technically grb makes more sl and rp.
However if you can overall perform better in Arcade than realistic it may make more sl faster
