no, its not even hard to check that yourself, the r13 has a better rocket motor and better fin AOA (18 compared to rb24j’s 16,2) which lets it turn better
i feel like you are ragebaiting or asking buffs for aircraft you like while asking to nerf planes you dont like

Sweep your wings to 0% and keep Full afterburner and you better have a good pilot as it pulling about 7g and it also very useful if you carry 2 gun pods on the wings.
The KH29 is really bad for A2A it just has no range or pull, the KH25ML/KH38 are a lot better, but you need a plane with a TPOD for the kh25.
I guess you don’t have anything else on those pylons, only way I got them to work was hitting base bombers throwing it like 3-4km headon and praying they don’t dodge, the splash can kill them too.
If you like having fun with AGMs in ARB try the mig27k/su25t/39/su25sm3
