Mig 21 does have a radar guided R3R (R4R idk what ever the missile is that’s a 9B equivalent. R3S?), not great but it does have them lol
Actually MiG-25PD’s 6 missile loadout is 2 radar 4 R-60Ms. If you want 4 radar you can’t carry R-60s. two of the radar missiles occupy the double R-60 pylon slots.

And an infinitely better flight profile to have a hope of employing them. They may strictly be worse, but at least it has use cases for them. 23M has few use cases for its SARHs. Especially given the proposed opposition can just force it to not arrive at any good launch solution due to the difference in agility.

if you try and turnfight anything that isn’t a MiG-23 you are dead anyways, and as you’ve been saying it has better CAS, something that tends to leave it really heavy for intercepters
Trust me when I say the mig23M is definitely not on par with the f4E. I just personally think the 23 is closer to it than the 21 is… not close, closer
My main argument is that unlike the Mig 25 the F4E can lock down both low alt and high alt for the enemy team with them having no counters so why is that fair? At least the Mig is stuck at only getting high alt targets

with the radar the F-4E has you’d be lucky to lock chaff if you try and lock anything down low
And that’s fine but again at that point let’s just throw all balance out and ask for the F15 for the US at 11.0
Its about trying to keep the BRs somewhat balanced the US already has the advantage for aircraft for the game mode
