Apart from this guy being incredibly annoying to listen to, the whole video is both misleading and clickbaiting, and what info he doesnt get outright wrong he dishonestly misrepresents by omitting the whole mechanic to make this seem like more of an issue than it is. It amazes me that despite the fact that this mechanic has been in the game for 10 years now, has been fully explained in the past and is explained on the old wiki, people are so incapable of reading and are so drawn to parasites clickbaiting and farming that videos like this gain any significant traction. He also admits in the video to having multiple accounts, which is against TOS but people like to announce that they break that particular rule all the time and Gaijin doesn’t seem to want to enforce it.

Since the search function is so bad that it’s practically unusable, I don’t think it will help much.
It’s not bad and not practically unusable but the opposite. The default settings mostly search the entire forum with minimal precision, just set the things and done. And about this specific subject, it’s not hard to find other thread regarding the issue.
