For ground maybe USSR, two regular ground vehicles and one premium. Overall probably China.
PS I kinda like when they add both regular and premium variants of the vehicle simultaneously (could be done more times like for MB-326K for example, RS-24 with Viper 540 and Aden cannons could come as premium).

I feel like at the moment it’s a quality vs quantity thing, so the answer kind of depends which you prefer. US and China are getting a lot of vehicles, but most of them are just mid or just not super needed/exciting.
Meanwhile Japan and Britain aren’t getting as many vehicles, but most of their new vehicles are either super strong, interesting and/or much needed.
I mean Japan for top tier GRB in general. Like was already said, imo after this update Japan has the best/most versatile line up for top tier ground.
I really need to force myself to finish the Japanese air tree for the Su-30.
