Light shells have less pen at range, drag does not increase linearly, so the faster you shove it out the barrel does not mean more pen at any significant range, this is why Italy and France had both a high MV, and a heavy shell, doesn’t matter how fast you shove them out the barrel, Roma and Richelieu have both heavier shells, and faster MV than Vanguard or Bismarck. Vanguard has heavier shells (still lighter than Roma and Richelieu) and a high-er MV (lower than Roma Richelieu and Bismarck), giving her more pen at range, she also has better ballistic (i.e drag negating) capping to aide here too.
The primary factor for penetration at range of battleship calibre shells is shell weight and then on a level not really represented in war thunder, shell quality and ballistic/AP capping.
This isn’t any bias or anything really, Bismarcks and Vanguards shells just aren’t that good ballistically compared to Richelieu and Roma’s. The advantage for these guns should be accuracy, Roma and Richelieu struggled to hit in the same post-code even when their shell quality was more or less perfect, Germany did very well to combine high MV with a relatively good dispersion pattern, however this is primarily because they used twins rather than triples. The UK would be even worse off than Bismarck if they hadn’t started designing a 15"/45 superheavy for the KGV class with triples with a higher MV and supercharges at only a minor cost of accuracy, those supercharges were then made interchangeable with Vanguard to improve her penetration.

My fear is they are waiting to add the Gr9A alongside MMW Brimstones because she did use Brimstones but only the single-mode Brimstone 1s before the dual-mode upgrade.

If they are being… pedantic, then she wont have SALs because she never used them. But with Britain, they seem to want later variants to have every single upgrade possible (looking at GR1 to GR4). But

Yeah Bismarck would do well to have her draft be low as it should be, good accuracy (still behind the British 15" and 14" but probably the runner up to those), as well as good RoF and loading angles, and very good gun handling.
She will for all intents and purposes, hopefully be a repeat of the playstyle of Scharnhorst, but with more reasonable (still good) armour.
Bismarcks turtleback is not curved but flat, so it should have less resistance, scharnhorst turtleback is closer to parallel than bismarck and therefore the critical angle, bismarcks is thicker but not as angled. You may remember me moaning earlier than the pen calculator checks if a shell ricochets, before it checks if it has enough residual pen to go through.
Well now you are more likely not to ricochet, and therefore pen becomes an actual factor now.
Yep! That way, Germany’s signature quirck would be flexibility and handling.
Japan’s would be high power firepower and U.S would be… I don’t know, Iowa seems actually like a decent all-rounder!

Italy, extremely good armor and firepower on a low BR in exchange for impractically slow reloads.
